Eaglin

"Retired" Precinct 3 Constable Captain Joseph (Joe) Charles Eaglin, age 76, passed away peacefully on December 2, 2025, with his children at his bedside. He was born in Sunset Louisiana and raised in Grand Coteau, Louisiana, on March 17, 1949, to Mary Katherine Gardiner Eaglin and Warren Peter Eaglin, Sr., and delivered by a midwife. His family relocated to Frenchtown in Houston's 5th ward, Texas. He graduated from Kashmere High School in 1968. He married Lenora Nealey, and they remained married for 47 years. Two children were born from this union, Sabrina A. Eaglin and Joseph A. Eaglin. Joseph held multiple certifications from various entities including his Master Peace Officer Certification. Joseph was married to Lenora Nealey Eaglin for 47 years. He worked for the City of Houston's Public Works Department. He owned his own cleaning service for several years, as well as working at the Houston Common Market and Antique Barn (Flea Market), doing security detail. A dedicated public servant and respected member of the community, Joseph served with the Harris County Police Constable Precinct 3 in Houston, Texas, for over 40 years, retiring as a Captain. He was a truancy officer for Galena Park and other northeast school districts. Joseph was also responsible for securing and transporting the votes cast back to the main voting poll location. Joseph worked security for the Chevron Chemical Plant in Baytown, Texas, for many years. Joseph was known for his integrity, calm leadership, and a steady commitment to protecting others. He earned the respect of his colleagues and neighbors and created many friendships along the way. During his career, Joseph was recognized as the first Black Captain in Harris County Precinct 3. He received two public service awards from the Texas Legislative Congressional Black Caucus, one as a Sergeant and one as a Captain. He was an active member of the Fraternal Order of Police. Even after retirement, he remained active in the community through volunteer work, mentoring youth, and supporting local veterans and first-responder activities. Friends remember Joseph for his compassion, dry humor, and reliability. He enjoyed time with his family and taking trips to the casinos in his retirement years. Joseph was preceded in death by his loving wife, Lenora Nealey Eaglin; both parents; one brother, Warren Peter Eaglin, Jr.; and one sister, Mary Katherine Eaglin Green. He is survived by two children, Sabrina A. Eaglin and Joseph A. Eaglin; one grandchild, Roderick D. Eaglin; two sisters, Marie Louise Eaglin and Gloria Ann Eaglin; and one brother, James Edward Eaglin—nieces, nephews, brother-in-law, Lynn Nealey, sister-in-law, Sandra Holden Dixon aunts, uncles, and cousins. He considered his niece, Shirley Ann Green, his daughter and Becci Dunn as his daugher in love. Mr. Johnny Clark was considered a brother by Joseph, as their friendship had lasted more than 30 years. He had a wide circle of friends and former colleagues who mourn the loss and celebrate his life of service. Special thanks to Robin and Jessica of "Everywhere is Home" personal care facility who went above and beyond the call of duty, starting out as strangers and ended up becoming family, thank you so much from the entire Eaglin family.
A public viewing will be held at Memorial Baptist Church of Baytown on December 20, 2025, from 9 am to 11 am, immediately followed by funeral services beginning at 11 am. The family requests that flowers be sent to Baytown Memorial Funeral Home, 7600 Bayway Drive, Suite 160, Baytown, Texas 77521.
